Dr. Dr. Pascal Hildebrand


EE&MC are competition economists who provide sophisticated economic analysis in all areas of competition law. Dr. Dr. Pascal Hildebrand is associated with EE&MC for many years as a sought-after competition economist.


His positions at EE&MC include Associate Principal (2021 to date), Senior Consultant (2016-2020), Consultant (2014-2015), Researcher (2014) and his beginnings with the company as an Intern (2010-2011).


At EE&MC, Dr. Dr. Hildebrand is responsible for the operational work such as data collection, market studies, price modelling, economic evaluations and documentation of the results. Together with Professor Doris Hildebrand, Dr. Dr. Pascal Hildebrand forms "Team Hildebrand", which is highly appreciated by EE&MC clients. Since 2019, Dr. Dr. Hildebrand is a Non-Governmental Advisor (NGA) to the European Commission within the International Competition Network (ICN). He is also an economic expert for the European Commission in its own antitrust damages case in Belgium. Both positions were the subject of a public call for tenders and a selection procedure by the European Commission. As an antitrust expert, Dr. Dr. Pascal Hildebrand is also a sought-after speaker in the ICN Cartel Working Group. This ICN working group was founded specifically to intensify global cooperation in matters of cartel law application. Dr. Dr. Hildebrand is a competition economist educated in Europe (Maastricht University, the Netherlands, and King's College London, England) as well as in the US (Fordham University, New York). Dr. Hildebrand studied economics and law. Dr. Dr. Hildebrand completed his doctorate in antitrust damages at Maastricht University (2017) and finished his second doctorate in applied economics in 2024, also on the topic of antitrust damages. For his second dissertation, Dr. Dr. Hildebrand has obtained an extraordinary permission from the Board of Deans of Maastricht University.

Dr. Dr. Hildebrand has devoted his professional and academic career exclusively to the topic of economic evaluations of cartels. Dr. Dr. Hildebrand has despite his young age a wide range of experiences in cartel damage assessments in about 15 different cartel constellations, both for cartel participants and injured parties. Dr. Dr. Hildebrand is currently working on a book in German on the theory and practice of cartel damage assessments (publication 2023).
