Competition Economist at the Interface of Economics and Law
Dr Dr Pascal Hildebrand is a competition economist with particular expertise in the economic analysis of cartels and the quantification of antitrust damages. Representing the second generation at EE&MC, he combines academic specialisation with extensive practical experience in complex competition matters.
Pascal Hildebrand joined EE&MC in 2010. Over the years, he has assumed increasing responsibility across a range of research and consulting positions – from Intern and Researcher to Consultant, Senior Consultant and Associate Principal. He has been a Partner at EE&MC since 2023.
A particular focus of his work is the design and implementation of complex economic analyses in competition matters. His work encompasses the development and execution of data collection strategies and market studies, econometric analysis, the modelling of prices and market developments, and the economic assessment, interpretation and documentation of results.
Together with Doris Hildebrand and EE&MC’s team of competition economists, Pascal Hildebrand advises companies and their legal counsel in complex competition and antitrust proceedings. The collaboration between two generations combines more than three decades of case experience with state-of-the-art economic methods and the continuous development of EE&MC’s distinctive approach to competition economics.
International Experience in Competition Law
In 2019, Pascal Hildebrand served as a Non-Governmental Adviser (NGA) to the European Commission within the International Competition Network (ICN).
As an expert in the economic analysis of cartels, he has also contributed as a speaker to the ICN Cartel Working Group, which provides a forum for international exchange and cooperation among competition authorities in the field of cartel enforcement. Specialisation in Antitrust Damages
Pascal Hildebrand was educated in Europe and the United States. He studied economics and law at Maastricht University, King’s College London and Fordham University in New York.
His academic work focuses on the economic analysis and quantification of harm caused by cartels. In 2017, he obtained a doctorate from Maastricht University with a dissertation on cartel damages. In 2024, he completed a second doctorate, in Applied Economics, at Maastricht University, likewise focusing on the economic analysis of cartel damages. He received special approval from the competent faculty board at Maastricht University to pursue this second doctorate.
The combination of two doctorates with extensive practical case experience underpins his particular expertise in the economic assessment and quantification of harm caused by cartels. Pascal Hildebrand has substantial experience in empirical and econometric damages analysis, acting both for companies facing damages claims arising from cartel infringements and for parties seeking compensation for harm suffered.
This experience on different sides of antitrust damages proceedings is particularly relevant to his analytical approach. It enables him to assess economic arguments, empirical evidence and methods of damages quantification from different perspectives and to critically evaluate their robustness in the context of the individual case.
