Participation Professor Hildebrand at the International Competition Network (ICN) Annual Conference 2019 in Cartagena, Colombia

Professor Hildebrand participated as Non-Governmental Adviser (NGA) of the German Federal Cartel Office at the annual conference of the International Competition Network (ICN) from May 15-17, 2019 in Cartagena (Colombia). The ICN is the most important association of competition authorities worldwide. It includes 139 competition authorities from 126 states. The President of the German Federal Cartel Office, Mr. Andreas Mundt, has been Chairman of the ICN Board since September 2013.

 

Professor Hildebrand is active as NGA in the Unilateral Conduct and the Advocacy working groups since 2015. Aim of the Unilateral Conduct working group is to discuss challenges in the analysis of market power and abuses in digital and high-tech markets. The working group provides recommendations on these issues to the competition authorities. Issues such as market definition of digital platforms, quantification of non-price effects, and the determination of market power, as well as forms of potential digital economy abuses have been prepared as working products during the year and were then presented and discussed with the other experts at the ICN conference. The Working Group advocacy aims to support ICN members in promoting the spread of competition principles and promote the development of a competition culture worldwide. Professor Hildebrand’s concrete contribution relates to the European School of Thought in competition economics which is becoming popular in the digital world.
