ICN Annual Conference in Manila 5-8 May, 2026

I was pleased to speak at the ICN Annual Conference 2026 in Manila as part of a plenary session — one of the central forums where the current direction of international competition policy takes shape.

Specifically, I took part in the Cartel Working Group plenary on "Algorithmic Collusion and Challenges for Cartel Enforcement in the Digital Era." The topic carries real practical weight: as market conduct becomes increasingly algorithm-driven, traditional cartel law frameworks come under growing pressure to adapt — particularly around who can be held responsible for algorithmically coordinated behaviour, what standard of proof that requires, and how enforcement can remain effective at all in digital environments.

The panel was distinguished. Joining me were:

  • Alvin Koh, Chief Executive of the Competition and Consumer Commission of Singapore
  • Ravneet Kaur, Chairperson of the Competition Commission of India
  • Diogo Thomson, General Superintendent at CADE (Brazil)

The session was moderated by John Small, Commissioner at the New Zealand Commerce Commission. This line-up made for a discussion that combined legal precision with sound economic grounding.

The ICN conference brings together several hundred competition agencies from over 140 jurisdictions each year and serves as a key platform for developing international best practices in competition law.
